408.1 Licensed Employee Professional Development

The Board encourages certified personnel to attend and participate in professional development activities to maintain, develop, and extend their skills.

The board shall maintain and support a staff development program for certified personnel.  Features of the staff development program:

•           Staff development resources and time shall be allocated in keeping with the mission and priorities of the district

•           The staff development program shall concentrate on the programs and practices of effective schools and teaching, goal setting, assessment procedures, evaluation, and the change process.

•           Content shall be selected that has been verified by research to improve student outcomes

•           Certified staff shall be actively involved in initiating, planning, and conducting the development programs for certified staff.

Requests for attendance or participation in a development program, other than those development programs sponsored by the school district, shall be made to the superintendent or designee.  Approval of the superintendent must be obtained prior to attendance by the certified employee in a professional development program.

The superintendent or designee shall have the discretion to allow or disallow certified employees to attend or participate in the requested event.  When making this determination, the superintendent will consider the value of the program for the employee and the school district, the effect of the employee’s absence on the education program and school district operations and the school district’s budget as well as other factors deemed relevant in the judgment of the superintendent.
